Arrival
Bolling AFB is located along the Potomac River adjacent to I-295, which is accessible from I-95, I-395 or I-495,and is within the Washington, D.C., city limits. If youplan to drive, you might want to consider arriving during non-rush hours, between 10 a.m. and 3 p.m.weekdays. If your plans include air travel, there are three airports serving the Washington area — Reagan National, Dulles International and Baltimore⁄Washington InternationalAirport. Reagan National Airport in Northern Virginia is just across the Potomac River from Bolling and is about 15 minutes from the base during non-rush hours. Dulles, also in Northern Virginia, is farther away and during non-rush hours is about a 50-minute drive. BWI is about a40-minute drive from Bolling even under the best ofconditions. If you do plan to fly and have an option,flying into Reagan National is the most convenient. At The Base Bolling AFB has two entrances: the Arnold Gate and the South Gate, which is also known as the visitors gate. The Arnold Gate has 24-hour access while the south gate is open between 5 a.m. and 10:30 p.m. daily. If you’reassigned to the Pentagon, you should also try to arrive during non-rush hours. The Pentagon is located adjacent to I-395, just across the Virginia state line and is easily accessible by both Metrobus and Metrorail. In fact, the Metro subway has an underground stop at the Pentagon. Bolling AFB does not require the DoD 2220 sticker or vehicle registration to drive on base. However, the Army and Navy installations in the NCR still require vehicles to have the DoD 2220 or a visitors pass. Bolling will issue a DoD 2220 and register a vehicle at the Joint VisitorCenter, located adjacent to the South Gate. In order to drive a vehicle on base and⁄or be issued a sticker, drivers must possess current registration, insurance and driverslicense. Temporary Lodging At present, the Bolling Inn has 267 guest rooms toinclude 100 temporary lodging units. TLF units come equipped with a full kitchen, dining area, one or twobedrooms, and a sleeper sofa. The units are primarily used for those in permanent-change-of-station statustraveling with family members. These units are usuallyfull during the peak moving season, May throughSeptember, so members are encouraged to makereservations at least 90 days in advance. SingleAirmen, NCOs and officers will be lodged ineither Cheshire Hall or Mathies Manor until theysecure permanent housing either on- or off- base.Commercial pet boarding facilities are available inthe local area and a local listing is available fromthe Bolling Inns staff. The Bolling Inn does have twopet-friendly TLF rooms available on a first comefirst serve basis. Gun Law<P> Washington, D.C., has the most stringent gun laws in the nation. A recent Supreme Court ruling has struck down the existing law and it is currently under revision. Prior to shipping or bringing any weapons to Washington, D.C., or Bolling AFB please contact your sponsor or the 11th Security Forces Squadron at DSN 297-5587 or (202) 767-5587 for the most current guidance. Membersresiding in the barracks must store their weapons in the 11 SFS Armory. Dollars and Sense The financial services office is responsible for alltravel and military or civilian pay matters in theNational Capital Region. Important pay and travelinformation is provided to newly arrived personnel during centralized in-processing briefings at the militarypersonnel flight. The financial services office which will be relocating to the fourth floor of Bldg. P-20 is currentlylocated on the first floor of Bldg. 5681 at Bolling andprovides walk-in customer service. Personnel stationed at the Pentagon may use the financial services office there, located in Room 5E1009B. Tobacco-free Policy Bolling is a tobacco-free installation. Tobacco use isallowed only in designated areas. Designated tobacco-use areas include designated dormitory rooms and military family housing. On-base Housing On-base housing was privatized in September 2007. ‘‘The Landings at Bolling” office is located in Bldg. 21, next to the main gate. For general information abouton-base housing, go to www.bollingfamilyhousing.com. The site does include floor plans and recent newsletters. Their phone number is (202) 562-2631 with office hours of between 8 a.m. and 6 p.m. Monday through Friday. To be eligible for housing at Bolling, you must be stationed at Bolling AFB, the Pentagon or Defense Intelligence Agency (DIA). Rent will be equal to your BAH entitlement for the National Capital Region and is paid throughan established allotment. However, be prepared for the high cost of renting in the metropolitan area. In addition to high rental costs, there is usually a security deposit equal to one month’s rent that is often required in advance, along with the first month’s rent. Prior to signing a rental agreement, it is crucial thatmilitary members ensure there is a clause in the leaseprotecting the member, if forced to break a lease because of a permanent change of station, deployment or atemporary duty assignment. Housing or the legal office can provide memberse with a copy of the Early Termination of Rental Agreement toinclude as an addendum to their lease. In addition, the legal office can provide assistance if members haveconcerns regarding the lease before signing. Deposits may also be required when contracting for telephone service, gas, electricity and cable television. Members can also expect a credit check fee whenapplying to move into an apartment. Bolling established a ‘‘Rental Partnership” program, which is designed to combat the high cost of living in the D.C.metropolitan area. This program waives security deposits,application fees, credit checks and income requirements. Additionally, at most apartment complexes, military members are given a 5 percent discount on rent costs. To qualify, you must be a military member assigned to the area and be willing to set up an allotment to pay your rent. For a ‘‘Rental Partnership” list of apartments and anapplication, stop by the Bolling Housing Office upon arrival. Household Goods Before moving into your permanent home, check the status of your household goods shipment by contacting the Joint Personal Property Shipping Office at Fort Belvoir, Va. The JPPSO needs to know your plans as soon aspossible to better serve you and your family. You should arrange delivery as early as possible to help cut down on costly in-transient storage, potential damage due to extra handling, and delivery delays. Normally three- tofive-days’ notice is required for delivery; however, during peak moving periods, especially May through September, it may take up to 10 days or more. Personnel who do not have a place to move immediately upon arrival are authorized temporary storage at government expense for up to 90 days. An additional 90 days may be requested through the JPPSO. For those who have completed a do-it-yourself move,paperwork can be hand-carried to the Bolling TrafficManagement Office for certification. For your convenience, if you are assigned to the Pentagon, the Army TMO located on the tenth floor of the Zachary Taylor Building at 2530 Crystal Drive, Arlington, Va., can also certify your DITY move. For more information concerning household goods and storage, visit Bolling’s TMO, currently located on the second floor of Bldg. 13 and will be relocating to Hangar 1 on Brookley Avenue. Until Your Things Arrive If you move into your new residence and need some basic household items before your household shipment arrives, then the Airman and Family Readiness Center (A&FRC) is the place to go. Located at 118 BrookleyAvenue, Bldg. 13, the A&FRC manages the familyservices loan locker which has a wide array of ‘‘must have basics” for borrowing. Items include kitchen dish packs, irons, ironing boards, futon mattresses, card tables and chairs, playpens, small lamps, linens, toasters, coffee pots, clock radios, etc. Volunteers assist arriving and departing members of the community in coordination with therelocation assistance program. The family support office is open based on volunteer availability. Consider becoming a family services volunteer and help with the loan locker program and other services, including the layette program and the brochure library. If you’re assigned to the Pentagon, you’ll want to visit the family support center annex located in Room 1E288 for all your relocation needs. The annex has a variety of computer software programs, which provide information on jobs, housing and schools, to help families select the community that best meets their needs and preferences. A cost-of-living analysis provides housing information as well as civilian pay ranges. First Term Airman Center The FTAC was established to transition first termAirmen from basic training and technical school training to a mission-oriented environment with a solidfoundation of base training programs and briefings.The FTAC creates an environment for Airmen todevelop a warrior spirit, expeditionary mindset, andindoctrination to the National Capital Region and Bolling AFB way of life through self-discipline, teamwork, and core values. It is applicable to all assigned⁄attachedunits, and personnel whose enlisted military personnel records are managed by the 11th Mission Support Squadron, Military Personnel Flights located on BAFB and the Pentagon.
