GARRISON
Fort Meade’s structure is provided by the Installation Management Command and the Northeast Region Office. IMCOM oversees all facets of installation operations to include construction, family care, food management, environmental programs, morale and well-being programs, public works, and installation funding. NERO provides the installations within their region real time guidance, direction, and resources, and responds to installation management requirements. Fort Meade mirrors the visions of both IMCOM and NERO in order to ensure quality of life for those who live, work and play on the installation. Improving everyday life for the community and customers of Fort Meade is critical to providing a safe and secure environment. The installation is constantly improving its installation infrastructure and facilities, technology and environment to meet expanding mission requirements.
Installation Management Command IMCOM was launched to meet a number of objectives: implement a standardization process so that Soldiers and families can count on quality, consistent and uniform services at all installations; streamline how installations receive money and ensure installation funds are used for installation services (as opposed to combat training or other missions); relieve warfighters and mission commanders of installation-related tasks so that they can focus on combat training and tactical-related issues; and support mission-readiness and execution. Northeast Region Office The mission of the region office is to guide, direct, enable and oversee assigned garrisons, assess and convey resource requirements to IMCOM, and respond to installation management requirements. The region also acts as a command and control headquarters relative to all base operations, functions, contingency operations, and crisis management operations. The region reviews and oversees resource application and needs, interfaces with major commands and other services, and implements IMCOM policies and programs. The regions also interact with Congressional delegations as appropriate.

Army Emergency Reliefwww.aerhq.org Approval of an AER loan is based on the need created by an emergency beyond the control of the Soldier. Assistance may be in the form of a loan, grant or combination thereof. Educational scholarships are also available.
Financial Readiness Program The goal of the Financial Readiness Program is to help families prevent financial difficulties before they begin. The budget counseling program can be either self-referred or command directed. This program is designed to help Soldiers pay off their debts by working with their creditors. Records are considered to be confidential and protected for those who are self-referred. Program members also advocate for clients who have consumer complaints by attempting to negotiate workable solutions between the consumer and the vendor. Individual counseling sessions can be scheduled for advice on any consumer issue.

Mobilization and Deployment Readiness Family Assistance Information forms are available during the Soldier Readiness Program process. The form asks for the following types of information: family members, spouse, next of kin, special needs, medical problems, ID card and pay options and filling it out is completely voluntary. In Processing During Day One, Soldiers will receive a dental screening and in-process the Military Personnel Office, Finance, and other Army-related programs. The Fort Meade Personal Property Office will assist with any questions pertaining to movement of Outbound and Inbound household goods.
Relocation Readiness Program ACS also has a Loan Closet which maintains limited household items to borrow while household goods are in transit. Other relocation services include support for waiting families, preparation and planning assistance before and during the actual transfer, and cultural adaptation classes for bicultural families. Sponsor Training is offered to train unit representatives to be effective sponsors for incoming personnel. Visitor Control Center
Privately Owned Vehicle Registration The policy applies to all Department of Defense personnel, military and civilians, including those employed by nonappropriated fund activities and contractors who work on Fort Meade. It also includes retirees, family members or those who would require access to facilities during emergency conditions or periods of restricted access. To register a vehicle, one must provide an ID with government affiliation, a valid driver’s license and valid registration as well as proof of insurance. If the vehicle is not owned by the registrant, the owner must authorize the registration with either a power of attorney or a notarized letter. For information about registering a vehicle in the state of Maryland, visit the Maryland Motor Vehicle Information Web site at www.mva.state.md.us.
Department of Defense Vehicle Registration Decals Because DD Form 2220 is an accountable item, decals must be returned to the VCC before a replacement set of decals will be issued. This applies to the sale of a vehicle, windshield replacement, totaled vehicle, etc. If decals are not recoverable, a letter from the unit commander must be presented prior to a replacement decal being issued or clearing the VCC.

Temporary Vehicle Passes
Temporary Registration:Up to 45 days Vehicle not in driver’s name: Must have a power of attorney or notarized statement from the owner specifying the inclusive dates for which permission to use the vehicle has been granted. Required documents include a valid ID card, valid driver’s license, original and current vehicle registration and proof of insurance which shows dates of coverage, policy number and VIN.
Weapons Registration Individuals living in privatized family housing, bachelor enlisted quarters, or bachelor officer quarters may store firearms and ammunition in their quarters. Firearms and other projectile firing weapons stored in quarters will be unloaded and will be secured in a locked container (such as a gun cabinet, lockable closet, or gun case) or have a trigger-locking or action-blocking device on the weapon. Firearms and projectile firing weapons that cannot be stored in this manner should be stored in the unit’s designated arms room. Ammunition will be stored separately from the container in which the firearm or weapon is stored. Lost or stolen weapons should be reported to DES immediately.

Employment Readiness Program Computers with Internet access, a fax machine and copier are available for job seekers to use free of charge. Employment Readiness also maintains an up-to-date job bank and offers a variety of job skills classes including resume writing, federal employment, interviewing, career exploration and other employment-related topics.
Army Volunteer Corps
Army Career andAlumni Program ACAP provides mandatory Pre-separation counseling, which results in the completion of DD Form 2648, and job assistance services to transitioning Soldiers, including the Transition Assistance Program, seminars, computer tools and resources and one-on-one counseling. ACAP offers an organized, comprehensive and caring system to assist Soldiers and their family members as well as those retiring and separating from the military. Retirees and their family members can begin using the mandated program no later than 24 months from the retirement date. Separating Soldiers and their family members may begin using the mandated program no later than 12 months from their ETS date.

Maryland State Employment Office The One-Stop Career Centers are collaborative efforts of the State of Maryland, Department of Labor, Licensing and Regulations, Anne Arundel County Workforce Development Corporation, the Division of Rehabilitation Services and other partners. The Anne Arundel One Stop Career Center-Fort Meade provides employment services to business organizations as well as military, veterans, non-veterans, federal employee and military dependents seeking employment.
Nonappropriated Fund Human Resources Office The NAF Human Resources Office offers jobs for NAF employment and is thus an integral part of the Fort Meade community. Non-U.S. citizens are eligible for NAF employment opportunities if they meet job qualifications and possess an Alien Registration Card (Form 551). In addition, service members can be employed after military duty hours in flexible or regular part-time positions (evenings and weekends) with an application of approval from their commanding officer. Documents needed to get ID card Personnel over the age of 18 must provide two forms of valid and unexpired ID, such as a driver’s license, state ID, passport, government ID, Social Security card, voter’s registration card, birth certificate or citizenship card. The primary ID must be a picture ID. Contractors must be in the Contractor Verification System in order to be issued an ID card.

Children Illegitimate Children: Male service member must provide the court order establishing paternity, or DFAS approved dependency determination packet, the child’s birth certificate, and the Social Security card. Incapacitated child 21 years of age or older: DD Form 137-5, which can be obtained from the ID Card Section, birth certificate, medical statement verifying whether the dependent’s medical incapacitation is permanent or temporary, retirement order (if sponsor is retired), letter from the Social Security office verifying whether the child is receiving Social Security benefits, and if so, whose Social Security number the benefits are being received under. Child, age 21 to 23: must be enrolled in college as a full-time student. A letter on school letterhead from the school registrar’s office certifying full-time enrollment and anticipated date of graduation is required.

Parent⁄Parent-in-Law Dependency Parent⁄Parent-in-Law: DD Form 137-3, which can be obtained from the ID card section, sponsor’s birth certificate, if it is the sponsor’s parent, spouse’s birth certificate and marriage certificate, if the spouse’s parent. If the parent has medical problems, a medical statement is required. If the sponsor is retired, retirement order or DD Form 214 is required in addition to the other documents listed.

Installation Safety Office
The Installation Safety Office offers the following courses and programs: Accident Avoidance Course for service members, DoD civilians, and contractors. This is a standardized course which addresses driving behavior for all those who drive Army-owned or leased vehicles and includes risk mitigation. It is available on the Army Knowledge Online Learning Management Server. Local Traffic Hazards Course II (LHC). This course is designed for all personnel who are new to Ft. Meade and unaware of local driving hazards. Students will learn relevant information about local conditions to help reduce crashes and fatalities. Soldiers, Army civilians, and dependents, and anyone who is TDY to Ft. Meade for 30 days or more may attend. Intermediate Driver’s Training IIIA (IDT). This course builds on the themes introduced during Introductory Course I during Basic Training or AIT and provides expanded opportunity for class interaction and discussion. All Soldiers under 26 years of age may attend. Basic Rider Course (BRC). This is a motorcycle rider course designed for novice riders who hold a learner’s permit and have a motorcycle. Any service member or DoD civilian who wants to operate a motorcycle on post must attend. Experienced Rider Course (ERC). This is a motorcycle riding course designed for the licensed motorcyclist who wants to sharpen his driving skills. Any Soldier or DoD civilian who does not have a valid MSF card and wants to operate his or her motorcycle on post must attend.

Soundoff! Published by a local civilian enterprise printer, the Soundoff! is staffed, edited and supervised from within the Public Affairs Office. The Soundoff! is published each Thursday. Contributions in the form of articles, photos or artwork are solicited and encouraged.
Meade TV In addition to a bulletin board, Meade TV airs service tapes made available from the Army, Air Force, and Navy as well as other special video programs.
Retention Office
Retirement Services Office The RSO supports retirees. It implements Army policy and procedures for the Survivor Benefits Plan program, publishes the installation retiree newsletter STILL SERVING biannually, develops local policy for operation of the installation Retirement Services Program, is responsible for the annual Retiree Appreciation Day and administers the Installation Retiree Council. Army Contracting Agency
Directorate of Emergency Services The military police are responsible for enforcing federal and Maryland law, installation orders and regulations; preventing and investigating crime; providing traffic control; controlling civil disturbances; providing physical security and contractsecurity liaisons; and apprehending military deserters.
Community-Oriented Policing House The Community Policing Officer meets with Fort Meade residents and visits local schools to talk to students about the dangers of drug abuse and to work with school resource officers. He also helps mediate disputes between young people and helps set up police patrols of residents’ homes when they’ve been out of town.
Directorate of Information Management The DOIM also has day-to-day IT, IM and IA responsibility for Fort Meade garrison and tenant organizations.

Directorate of Public Works DPW divisions include Business Operations and Integration, Master Planning, Engineering, Environmental, Housing, and Operations and Maintenance.
