GARRISON
Fort Meade’s structure is provided by the Installation Management Command and the Northeast Region Office. IMCOM oversees all facets of installation operations to include construction, family care, food management, environmental programs, morale and well-being programs, public works, and installation funding. NERO provides the installations within their region real time guidance, direction, and resources, and responds to installation management requirements.

Fort Meade mirrors the visions of both IMCOM and NERO in order to ensure quality of life for those who live, work and play on the installation. Improving everyday life for the community and customers of Fort Meade is critical to providing a safe and secure environment. The installation is constantly improving its installation infrastructure and facilities, technology and environment to meet expanding mission requirements.

Installation Management Command
The Installation Management Command, a single organization headquartered in Arlington, Va. with seven regional offices worldwide, was implemented to reduce bureaucracy and apply a uniform business structure to manage U.S. Army installations.

IMCOM was launched to meet a number of objectives: implement a standardization process so that Soldiers and families can count on quality, consistent and uniform services at all installations; streamline how installations receive money and ensure installation funds are used for installation services (as opposed to combat training or other missions); relieve warfighters and mission commanders of installation-related tasks so that they can focus on combat training and tactical-related issues; and support mission-readiness and execution. Northeast Region Office
The Northeast Region Office is a leadership extension of the Installation Management Command and provides real-timeguidance, direction, and assistance to Army garrisons located in the region.

The mission of the region office is to guide, direct, enable and oversee assigned garrisons, assess and convey resource requirements to IMCOM, and respond to installation management requirements. The region also acts as a command and control headquarters relative to all base operations, functions, contingency operations, and crisis management operations. The region reviews and oversees resource application and needs, interfaces with major commands and other services, and implements IMCOM policies and programs. The regions also interact with Congressional delegations as appropriate.

Army Community Service offers a wide variety of programs and services to the military community. All military ID card holders and Department of Defense civilian employees are eligible to receive assistance and enroll in ACS programs and classes.

• Army Emergency Reliefwww.aerhq.org
The Army Emergency Relief Program plays a unique and important role in helping the Army ‘‘Take Care of Its Own.” AER is a private, nonprofit organization that provides emergency financial assistance to active duty and retired Soldiers and their family members and the spouses and orphans of deceased Soldiers.

Approval of an AER loan is based on the need created by an emergency beyond the control of the Soldier. Assistance may be in the form of a loan, grant or combination thereof. Educational scholarships are also available.

• Financial Readiness Program
This program supports unit financial readiness by offering education and counseling to service members and their families. Emphasis is placed upon the training portion of the program, which is designed to educate Soldiers and spouses in money management techniques, proper use of credit, financial planning, and budgeting.

The goal of the Financial Readiness Program is to help families prevent financial difficulties before they begin. The budget counseling program can be either self-referred or command directed. This program is designed to help Soldiers pay off their debts by working with their creditors. Records are considered to be confidential and protected for those who are self-referred. Program members also advocate for clients who have consumer complaints by attempting to negotiate workable solutions between the consumer and the vendor. Individual counseling sessions can be scheduled for advice on any consumer issue.

• Information, Referraland Follow-up
This program provides commanders, Soldiers and families with comprehensive information regarding military and civilian community resources. The goal is to link service members and their families with available resources. Follow-up services are provided for those who have long-term needs.

• Mobilization and Deployment Readiness
Army life often means separation. Whether the first experience, or one of many, separation is never easy. Having some sort of support system is essential, whether it’s a family readiness group, a social group, or a friend. Talking to someone and staying busy can make the time pass easier. The Soldier Readiness Program assists units and family members prepare for a deployment.

Family Assistance Information forms are available during the Soldier Readiness Program process. The form asks for the following types of information: family members, spouse, next of kin, special needs, medical problems, ID card and pay options and filling it out is completely voluntary.

Abrams Hall – Main Check-In Office

Hours: Open 24 hours a day, 7 days a week; all facilities are non-smoking.
Abrams Hall (family quarters) provides temporary housing for active duty and retired military personnel, their families, and official guests for up to 30 days. Other eligible personnel are authorized for up to seven days. All categories may be extended on a space available basis. The facility consists of 54 rental units with a common-use kitchen, laundry and vending machine room. Reservations are accepted and confirmed 90 days in advance of arrival. Pets are not accepted, but Fort Meade has a Pet Care Center – (301) 677-4059.

There are 190 single occupancy quarters for Temporary Duty Assignments, visiting officer and visiting enlisted personnel. Forty-four of the units are suites, which contain a bedroom,living room and private bath. Fifty-five units are single private bath, and 91 units are single rooms with shared baths.

• Kuhn Hall – Distinguished Visitor Quarters 4415 Llewellyn Road
Kuhn Hall contains seven distinguished visitor quarters, each with one or two bedrooms, living room, private bath, and kitchen or kitchenette. Priority of assignment to quarters is based primarily on category of personnel and date of application. Reservations are suspended during peak season to walk-in basis after 6 p.m.

In Processing

The Fort Meade Start Right Program is a two-day process. All newly-assigned service members PCSing to Fort Meade will in-process through the Start Right Program. Day One is designated as Army day, which is held Mondays or Tuesdays.

During Day One, Soldiers will receive a dental screening and in-process the Military Personnel Office, Finance, and other Army-related programs. Army days begin at 8:45 a.m. in Building 2234, Room 4 in the basement. Soldiers should bring their 201 file, any receipts for the finance office and their dental records.

• Joint Service Building 2481, Ernie Pyle Road
Day Two of in processing is the Joint Service day and is held Wednesdays. Day two is designated for all service members and their families. The morning sessions begin at 7:45 a.m. in Bldg. 2481, Ernie Pyle Road. Soldiers should bring their medical records. During this session, service members receive a welcome from the installation commander, briefings about the Kimbrough Ambulatory Care Center, Tricare, and United Concordia. During a working lunch, service members and their family members who are Tricare Prime and have Kimbrough as their Primary Care Provider receive a special briefing about healthy lifestyles and authorization to receive free over-the-counter medications. The afternoon session consists of briefings about programs applicable to all service members and their families, such as Child and Youth Services; Morale, Welfare, and Recreation; Army Community Service; and the Residential Community Initiative Program.

Personnel arriving on post expecting baggage or household goods shipments, even if their shipment has arrived, should immediately contact the Joint Personal Property Shipping Office on Fort Belvoir, Va., to complete delivery arrangements. Be prepared to provide a delivery address and telephone number where you can be reached during and after duty hours. You can also request to arrange your delivery via the Web site listed above.

The Fort Meade Personal Property Office will assist with any questions pertaining to movement of Outbound and Inbound household goods.

Relocation Readiness Program

The Relocation Readiness Program supports military personnel and their families as they relocate. The program includeseducation and training opportunities such as pre- and post-movebriefings; orientations and workshops; overseas orientations;pre-deployment briefings; cross-cultural training; anddestination services.

ACS also has a Loan Closet which maintains limited household items to borrow while household goods are in transit. Other relocation services include support for waiting families, preparation and planning assistance before and during the actual transfer, and cultural adaptation classes for bicultural families.

Sponsor Training is offered to train unit representatives to be effective sponsors for incoming personnel. Information about all major military installations worldwide, including Fort Meade, is available online at www.militaryhomefront.dod.mil.

Located adjacent to the Reece Road and MD Route 175 entrance, Reece Road is the only visitor access gate to Fort Meade. All other gates are designated for Department of Defense ID card holders only.

Privately Owned Vehicle Registration

Fort Meade is a closed post. Everyone who lives and works on Fort George G. Meade is required to register his or her vehicle(s) at the Visitor Control Center.

The policy applies to all Department of Defense personnel, military and civilians, including those employed by nonappropriated fund activities and contractors who work on Fort Meade. It also includes retirees, family members or those who would require access to facilities during emergency conditions or periods of restricted access.

To register a vehicle, one must provide an ID with government affiliation, a valid driver’s license and valid registration as well as proof of insurance. If the vehicle is not owned by the registrant, the owner must authorize the registration with either a power of attorney or a notarized letter.

Department of Defense Vehicle Registration Decals

Eligibility
• Active duty military and their family members;

• Contract personnel who live⁄work on the installation (must provide letter of employment or ID from on post school, etc.).
Required documents include a valid ID card, valid driver’s license, original and current vehicle registration and proof of insurance which shows dates of coverage, policy number and VIN.

Because DD Form 2220 is an accountable item, decals must be returned to the VCC before a replacement set of decals will be issued. This applies to the sale of a vehicle, windshield replacement, totaled vehicle, etc. If decals are not recoverable, a letter from the unit commander must be presented prior to a replacement decal being issued or clearing the VCC.

One Day Pass
One-day passes will be issued for Department of Defense ID card holders and guests to the installation and can be obtained at the Reece Road Gate from the security guards. It is not necessary to come inside the VCC for this service. To receive a one-day pass, the driver will need to show a valid driver’s license and original and current vehicle registration. Contractors (or anyone providing a paid service) must be sponsored onto the installation and will need to come to the VCC to obtain access to the installation.

Temporary Vehicle Passes

Temporary vehicle passes are issued for those who are unable to register the vehicle permanently (i.e. temporary registration, vehicle registration not in driver’s name, rental car).

Vehicle not in driver’s name: Must have a power of attorney or notarized statement from the owner specifying the inclusive dates for which permission to use the vehicle has been granted.

Required documents include a valid ID card, valid driver’s license, original and current vehicle registration and proof of insurance which shows dates of coverage, policy number and VIN.

Weapons Registration

Individuals living on Fort Meade must register their privately-owned firearms with the Weapons Registration Section of the Directorate of Emergency Services within 72 hours after establishing residency on Fort Meade. Proof of ownership is required for registration.

Individuals living in privatized family housing, bachelor enlisted quarters, or bachelor officer quarters may store firearms and ammunition in their quarters. Firearms and other projectile firing weapons stored in quarters will be unloaded and will be secured in a locked container (such as a gun cabinet, lockable closet, or gun case) or have a trigger-locking or action-blocking device on the weapon. Firearms and projectile firing weapons that cannot be stored in this manner should be stored in the unit’s designated arms room. Ammunition will be stored separately from the container in which the firearm or weapon is stored. Lost or stolen weapons should be reported to DES immediately.

Event Access

Requests for access to events taking place in a FGGM facility should be submitted directly to that facility. The facility will then forward the access request to the VCC for posting at the gates. Requests for access to private functions should be submitted directly to the VCC by the ID card holder hosting the event. Please submit no later than seven days prior to the event. The list will need to include type of event, date, time, location, POC name and phone number, total number of guests, and an alphabetized list of guests by last name.

The Employment Readiness Program assists those seeking employment by providing information and referral services in the areas of employment, education, training, transition, and volunteer opportunities. The primary purpose of the program is to assist eligible family members who are relocating as a result of a military or civilian sponsor’s PCS move. The office provides information and other supportive services necessary to meet the challenges of a mobile military lifestyle.

Computers with Internet access, a fax machine and copier are available for job seekers to use free of charge. Employment Readiness also maintains an up-to-date job bank and offers a variety of job skills classes including resume writing, federal employment, interviewing, career exploration and other employment-related topics.

The Army Career and Alumni Program delivers a world class transition program for America’s Army that empowers service members to make informed career decisions through benefits counseling and employment assistance.

ACAP provides mandatory Pre-separation counseling, which results in the completion of DD Form 2648, and job assistance services to transitioning Soldiers, including the Transition Assistance Program, seminars, computer tools and resources and one-on-one counseling.

ACAP offers an organized, comprehensive and caring system to assist Soldiers and their family members as well as those retiring and separating from the military.

Retirees and their family members can begin using the mandated program no later than 24 months from the retirement date. Separating Soldiers and their family members may begin using the mandated program no later than 12 months from their ETS date.

Documents needed to get ID card
Family members must be accompanied by the sponsor in order to receive an identification card. The only exception is if the family member has a general power of attorney to act on the sponsor’s behalf or if the family member has a verified DD Form 1172 less than 90 days old signed by a verifying identification card agent and the sponsor. ID cards can be renewed 90 days prior to the expiration date.

Personnel over the age of 18 must provide two forms of valid and unexpired ID, such as a driver’s license, state ID, passport, government ID, Social Security card, voter’s registration card, birth certificate or citizenship card. The primary ID must be a picture ID.

Contractors must be in the Contractor Verification System in order to be issued an ID card.

Active Duty
• Expired cards: Soldiers will need their previously-issued active duty ID card and extension or reenlistment documents.
• Grade change: promotion order.
• MP confiscation: DA Form 4137 (Evidence of Property Custody Document).
• Lost ID card: E-4 and below must have a counselingstatement.

Retiree
• Retirement order or DD Form 214.

Documents needed to add the following family members to DEERS

Spouse
Original, court-certified copy or photocopy of marriage certificate that reflects the file number, Social Security card, and picture identification.

Children
• Under age 21: Children must be at least 10 years of age to be issued an ID card with the exception of dual military and single military service members’ children. Original, court-certified copy or photocopy of birth certificate with filenumber and Social Security card are required.

• Illegitimate Children: Male service member must provide the court order establishing paternity, or DFAS approved dependency determination packet, the child’s birth certificate, and the Social Security card.

• Incapacitated child 21 years of age or older: DD Form 137-5, which can be obtained from the ID Card Section, birth certificate, medical statement verifying whether the dependent’s medical incapacitation is permanent or temporary, retirement order (if sponsor is retired), letter from the Social Security office verifying whether the child is receiving Social Security benefits, and if so, whose Social Security number the benefits are being received under.

• Child, age 21 to 23: must be enrolled in college as a full-time student. A letter on school letterhead from the school registrar’s office certifying full-time enrollment and anticipated date of graduation is required.

Reserve⁄National Guardsman
A DD Form 214 can be used if it reflects the reserve obligation date. Enlistment contract, extension or oath of office is also required.

100-Percent disabled veteran
A letter from the Veterans Administration stating the applicant is 100-percent disabled service-connected is required. The letter must state whether the DAV is scheduled for future exams. A DD 214 and Social Security card are required.

Individual Ready Reserve
Enlistment contract and Assignment Commissioning Oath.

Department of Defensecivilian employee
Requires two forms of identification (state ID, old civilian ID card, etc.) and an AKO account E-mail address or government E-mail address.

Civilian contractor
Requires two forms of identification and an AKO E-mail address or government E-mail address.

Parent⁄Parent-in-Law Dependency
Dependency determination can be done for a child 21 years of age or older who is incapacitated, parents, and parent-in-laws, provided the sponsor is supporting these dependents with at least 50 percent of their living expenses.

Parent⁄Parent-in-Law: DD Form 137-3, which can be obtained from the ID card section, sponsor’s birth certificate, if it is the sponsor’s parent, spouse’s birth certificate and marriage certificate, if the spouse’s parent. If the parent has medical problems, a medical statement is required. If the sponsor is retired, retirement order or DD Form 214 is required in addition to the other documents listed.

Newborns
All newborns must be added to DEERS. A copy of the birth certificate or report of birth and Social Security card are required.

The Fort Meade Inspector General office inquires into matters concerning the Fort Meade community at the direction of the installation commander or the inspector general.

Installation Safety Office

The Installation Safety Office on Fort Meade manages 26 safety programs including the Command’s Safety and Occupational Health Program. The office supports the commander by identifying safety problems that affect readiness or mission accomplishment. When safety problems are identified, safety professionals work with the commander, directors and the workforce to reach resolution. The goal is to protect the Fort Meade community by integrating consolidated risk management into all aspects of the mission, leader development and everyday activities to ensure that Fort Meade is a safe place for people to work and live.

The Installation Safety Office offers the following courses and programs:
• Motorcycle Mentorship Program: This program enables leaders to mentor Soldier motorcycle drivers rather than leave them to join motorcycle gangs that encourage negative behavior. Using this concept, the Air Force reduced motorcycle fatalities by 50 percent on installations on which this program was implemented.

• Accident Avoidance Course for service members, DoD civilians, and contractors. This is a standardized course which addresses driving behavior for all those who drive Army-owned or leased vehicles and includes risk mitigation. It is available on the Army Knowledge Online Learning Management Server.

• Local Traffic Hazards Course II (LHC). This course is designed for all personnel who are new to Ft. Meade and unaware of local driving hazards. Students will learn relevant information about local conditions to help reduce crashes and fatalities. Soldiers, Army civilians, and dependents, and anyone who is TDY to Ft. Meade for 30 days or more may attend.

• Intermediate Driver’s Training IIIA (IDT). This course builds on the themes introduced during Introductory Course I during Basic Training or AIT and provides expanded opportunity for class interaction and discussion. All Soldiers under 26 years of age may attend.

• Basic Rider Course (BRC). This is a motorcycle rider course designed for novice riders who hold a learner’s permit and have a motorcycle. Any service member or DoD civilian who wants to operate a motorcycle on post must attend.

• Experienced Rider Course (ERC). This is a motorcycle riding course designed for the licensed motorcyclist who wants to sharpen his driving skills. Any Soldier or DoD civilian who does not have a valid MSF card and wants to operate his or her motorcycle on post must attend.

Internal Review & Audit Compliance Office
The Internal Review and Audit Compliance (IRAC) Office provides the Installation Commander with an independent and objective evaluation of operations and related internal controls. IRAC also provides audit liaison to external audit agencies such as the United States Army Audit Agency, Department of Defense Inspector General and the United States General Accounting Office.

Claims for damage to household goods or vehicles under a government-sponsored shipment should be filed in the claims office. A DD Form 1840 indicating the loss or damage to household goods must be brought to the claims office within 70 days of receipt of shipment. No appointment is necessary. The U.S. Army Trial Defense Service provides representation and counseling to active duty and active Guard and Reserve military service members as authorized by Army regulation or as directed by the Chief, U.S. Army Trial Defense Service. Primary duties of the defense counsel include representing Soldiers in courts-martial, administrative separation boards, Article 15, Uniform Code of Military Justice counseling, and other proceedings. The PAL Branch of the OSJA handles a wide variety of contract law, labor law, environmental law, real estate law, ethic and military installation law for both installation directorates and some tenant activities. During the past few years, all civilian and military personnel have been required to attend face-to-face ethics training by a designated ethics counselor. The PAL Branch administers the program and provides the required training.

The Fort Meade Joint Installation Tax Center assists active-duty and retired military personnel and their family members with a valid military ID card with tax assistance and electronic filing. • Community Relations
Community Relations is another key function of the Public Affairs Office. Coordinating tours of the installation, arranging Army participation in local events, and working with schools and other community-based organizations are only a few of the many ways in which the Public Affairs Office serves as a vital link between Fort Meade and surrounding communities.

• Speakers Bureau
The Fort Meade Speakers Bureau is a program for improving community relations and increasing public understanding of the people, operations and capabilities of America’s military forces. It also serves as a valuable tool for those who want to develop their public speaking, leadership and organizational skills.

The program includes military personnel and civilian employees from all services represented on Fort Meade who speak about military topics, hobbies, personal interests, community concerns and world issues.

Meade TV, Channel 98, is the command information Cable Access Channel. It broadcasts current news and information of events and activities happening on Fort Meade. Meade TV operates 24 hours a day, seven days a week, and is on the Web site. Go to www.ftmeade.army.mil and look under Meade TV.

In addition to a bulletin board, Meade TV airs service tapes made available from the Army, Air Force, and Navy as well as other special video programs.

The Fort Meade Retention Office is the center of all retention activities. The staff includes professional noncommissioned officer career counselors who can assist those interested in an Army career. The retention office disseminates the latest information on options and career opportunities to all units.

Retirement Services Office

The Retirement Services Office, Directorate of Human Resources, is responsible for the Army Retirement Services program encompassing Maryland and Delaware and five counties in Virginia and West Virginia. It handles retirement applications of active-duty personnel whose files are maintained on Fort Meade and offers briefings and guidance to all military personnel contemplating retirement.

The RSO supports retirees. It implements Army policy and procedures for the Survivor Benefits Plan program, publishes the installation retiree newsletter STILL SERVING biannually, develops local policy for operation of the installation Retirement Services Program, is responsible for the annual Retiree Appreciation Day and administers the Installation Retiree Council.

The Fort Meade Directorate of Emergency Services is headquartered at the Emergency Services Center and includes both the Fort Meade Fire Department and Military Police. The fire department consists of two engine companies, a truck company and has the capability to field a hazardous response and rescue team.

The military police are responsible for enforcing federal and Maryland law, installation orders and regulations; preventing and investigating crime; providing traffic control; controlling civil disturbances; providing physical security and contractsecurity liaisons; and apprehending military deserters.

• Community-Oriented Policing House

The purpose of the Community-Oriented Policing House program is to foster a partnership between the military police and the installation’s residents in order to educate the community about crime prevention, address concerns and fears residents may have about safety, and to nip potential problems in the bud. The program operates through a partnership between Meade Communities LLC and the Directorate of Emergency Services.

The Community Policing Officer meets with Fort Meade residents and visits local schools to talk to students about the dangers of drug abuse and to work with school resource officers. He also helps mediate disputes between young people and helps set up police patrols of residents’ homes when they’ve been out of town.
